She was a daughter of Nano Booth and Stephen Mulligan. Her mother was a university lecturer and her father was a hotel manager. She claims Irish ancestry. Carey Mulligan is a younger sister of Owain who served in the British Army in Iraq and Afghanistan.
At three years of age, her family migrated to West Germany for her father's work, and both she and her brother studied at an international school in Düsseldorf. After five years, they returned to the UK.
She got her initial taste of acting at six years old when she watched her brother in a school play of The King and I. This excitement caused her to beseech the teachers to let her take part in the play, and as a result, she was put in the choir.

She attended Woldingham School in Surrey, a private school, and began working in the drama department. She even stepped up to become a student director for quite a number of plays and musicals, as well as running workshops for younger children.
In opposition to her parents’ desire that she should go through the normal university education, by age seventeen she had nevertheless applied for three drama schools. Although at first she didn’t succeed, A Talk, however, did want to end her determination. After a talk at her school by actor Julian Fellowes, Mulligan approached him requesting advice on becoming an actor. In response to very unsupportive advice, she eventually wrote to Mr. Fellowes expressing her desire to act in an effort to earn an invitation to dinner with Mr. Fellowes and his wife and, in the words of Ms. Fellowes, actress Molly Shannon met casting assistant Mary Colquhoun, who helped her land an audition for Pride and Prejudice, where she eventually played Kitty Bennet.

Her stage debut was the 2004 play Forty Winks at London’s Royal Court Theatre, and her film debut occurred a year later in Pride and Prejudice during which she played a supporting character. She has also acted in a number of television programmes, including Bleak House (2005) and Northanger Abbey (2007). In 2007, she appeared in Doctor Whose episode titled, Blink.

In 2008, she made her Broadway debut as part of the cast of the production of Anton Chekhov’s The Seagull. Her turning point was in the film

She starred on Broadway in the play Skylight by David Hare, for which she was nominated for a Tony Award in 2015. In 2020, she starred in Promising Young Woman and the Bradley Cooper directed film Maestro in 2023, in which she featured as Felicia Montealegre. She received nominations for Academy Awards for each performance. The film is a biography that focuses on the relationship between Montealegre and her husband, musician Leonard Bernstein (Cooper played the role of her husband).
